    Yes, Ted Kennedy’s sister was impared, though so did not have the typical signs of Down Syndrome and who tested above 75 on IQ tests, but it seems a little hyprocritical that he is sponsoring a bill to “encourage” parents to raise children with similar problems without mentioning that Ted’s father Joe had Rosemary lobotomized at the age of 23 because the family could not “handle” her and that she spent the next 63 years institutionalized at the St. Coleta School for Exceptional Children.

    If a family with the resources available to the Kennedys could not raise a child that was, as many experts believe, mentally ill with depression and a bit slow in comparison with her siblings before her lobotomy, then how can he expect people with far fewer resources to do so?
