    Dumb and Dumber!

    Up front Sanhita Sinharoy tells us that NIE means National Intelligence Estimate. The key word is without doubt ESTIMATE.

    Anyway, there’s a very clear, very precise, and very legally binding line here that has been crossed.  Torture is a crime, punishable by 20 years incarceration, and the death penalty if the victim dies.  The 1996 war crimes act codifies this.  The 2000 torture act codifies this.  The Geneva Conventions codified this.  The US Constitution codified this more than 200 years ago!

    Amendment 8:
    Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
