    These things always seem to come down to semantics: was it a kickback or a rebate? The fact that the prices are being paid by schools and government (where everything is paid for by taxpayers, including the people getting the kickbacks) should be enough to induce every seller to cooperate fully in providing best quality at best price.

    I agree they should give higher quality for all the tax we pay.
