Democrat vs. republican is a smokescreen. democrat will give you the boot without the bootstraps and republicans give you the bootstrap w/o the boot. in the end the status quo remains the same and no major shake in the current parties can really help the truly disenfranchised.

this was done in the 60's and the 70's , and a move toward this was done with busing-- the main stream response was white flight from the inner cities. equalizing funds on a state level at least may be more plausible.

digression. what is the solution? you point out and criticize busing and equal funding and blame blacks for the educational status. african centered education does build self esteem and there are a number of success stories in chicago and detroit. but no child left behind and standardization work against dealing with specific and local issues. you are indirectly advocating a return to segregation. and before you kneejerk i may not disagree if funding is equalized and staff selection is careful and consented to by the community.
