Canadian Guys--"Twas ever thus" seems like the political equivalent of whatEVER. The Director of FEMA has not always been a political plum offered to unqualified roommates of major donors. James Lee Witt (a Republican, I believe) was appointed by Bill (the Surplus Kid) Clinton. Witt was well qualified, worked hard, created systems at local, state, regional and national levels, and fought for and got the funds to INVEST in disaster preparation and mitigation. His response to the hurricanes in Florida stood in stark contrast to the responses from both Bush Sr. and Bush Lite administrations. To just say it's everyone's fault …
