A few things to remember. The modern drug war came from President Nixon as a way to criminalize people he didn't like -blacks and youth. The marijuana laws came in the 30's again as an attack on Mexican immigrants..It seems that western european countries have a more harm prevention attitude and have lower drug use overall.
