  The Court has pretty much made the fourth amendment a toothless thing, since almost nothing is defined as a 'search' any more to their minds - and if you don't have a 'search' then you don't have to get to the other, more difficult questions of reasonableness, etc. The modern Court has gutted this core protection and made it essentially useless.

  This is why the Comptroller General of the Government Accountability Office recently resigned, so he can focus on more (less partisan) ways to get this message out. He's been sounding the alarms for years now, but no one has been listening.

  I thought marine vessels were a bigger source of pollution than airplanes? Why not cover that issue and push for tigher standards there?

  The problem with provisions like the ones about the Defense budget, however, is that they have no teeth. Yes, they say, "Thou shalt ask for the money in this way," but then they provide no penalty if the agency doesn't ask for it that way. If there's no penalty attached to the provision, such as a restriction on spending funds for some purpose if the provision isn't followed, then those are merely advisory and not binding.
