Maria, I know which hotel you speak of and yes it is legal for adopting parents to visit and pick up the children that they have chosen to love and cherish as their very own. The mothers you see "walking away in tears" are the foster mothers that have taken care of the children during the adoption process. I think it is fair to say that they also love these children.
