    a simple yes, as should americans, chinese, pakistanis, burmese, or anyone else who commits crimes against humanity ... but i would distinguish between those giving the orders and not those driven to deeds by fear, circumstance and the horror and chaos of combat. the latter category need intensive psychological care.
